In 1986, Ocuto Blacktop & Paving completed the construction of the $1 million Fire Training Facility at Griffiss Air Force Base in Rome, NY. However, most of the completed work is buried underground and is therefore not visible in this photo.
Shown is a fabricated steel simulation of an aircraft that had been sprayed with jet fuel and purposely set on fire. Then, for training purposes, the Base Fire Department would be called-out to extinguish the fire.
According to Jim Ocuto, his construction firm excavated 26,000 cubic yards of contaminated soil to complete the site preparation and excavation requirements.
Directly under the simulated aircraft in this photo, an approximately 20 ft. diameter x 12 ft. deep excavation was made. Next, a heavy gauge poly liner was placed over the bottom and sides of the excavation. Then, several various layers of clay lining material, sand and peastone were installed. Also included in the underground installation, was a monitoring system (wells): a pipe collection system for retrieving any unburned jet fuel and water; a filtration/separation system for separating the jet fuel from the water; separate holding tanks for storing water and jet fuel for reuse (future fire training drills).
Topping the extensive underground system off, was a 900 cubic yard, funnel shaped, concrete slab. Jim Ocuto said that the concrete slab was made in one continuous pour. Covering the concrete slab is a thick layer of pea stone. Finally, a series of sprinklers were installed around the perimeter of the 200 ft. diameter circle. The sprinkler system is for spraying of jet fuel over the simulated aircraft, which was also constructed and erected by Ocuto Blacktop & Paving Co., Inc.
